Departments should consider conducting Initial Visits/ Financial Capacity Building Visits for all significant agreements with its recipients or contractors in order to avoid the misinterpretation of agreement articles that can lead potential audit issues or adjustments and to help the Department and the recipient meet their mandates and obligations.
